However, during a three-point turn, she inadvertently engaged reverse instead of drive, a recurring error that resulted in the vehicle colliding with an embankment and entering a body of water. Chao subsequently informed one of her acquaintances via telephone of the incident. Blanco County emergency personnel ultimately arrived at 12:28 a.m., 24 minutes after receiving the 911 call placed by an on-site individual.
Chao remained submerged for more than an hour as rescuers attempted to extricate her from the submerged vehicle; the sunroof and windows’ specially toughened glass proved impermeable to water pressure. Rescue operations were impeded by the absence of a dive team and a tow truck equipped with an inadequately long cable to access her vehicle.
Ultimately, first responders located an extension cable and used it to pull the vehicle out of the water. At 12:56 a.m., when she was removed from the vehicle, EMS personnel administered “advanced life support” for 43 minutes; however, they were unsuccessful in resuscitating her.
