She oversaw the communications plan for the Iran nuclear talks while working as the senior strategic communications assistant to US Secretary of State John Kerry at the US Department of State. Harf served as the State Department’s Deputy and Acting Spokesperson as well.

Harf is a native of Granville, Ohio, and the daughter of Jane Ax Harf and James E. Harf of St. Louis, Missouri. 1999 saw her graduate from Granville High School.
Her master’s degree in foreign affairs from the University of Virginia focused on the chances for Saudi Arabia’s regime stability, and she graduated from Indiana University Bloomington with a BA in political science with concentrations in Jewish studies and Russian and Eastern European studies.
