Robert Kyoung Hur is an American lawyer who served as the United States Attorney for the District of Maryland between 2018 and 2021. Previously, he was the Principal Associate Deputy Attorney General at the United States Department of Justice.

Hur was born in New York City to South Korean parents: Haesook Hur, an office manager, and Young Hur, an anesthesiologist. He attended the Harvard School for Boys (now Harvard-Westlake School) in Los Angeles, California.

Hur attended Harvard University, where he earned a Bachelor of Arts degree with high honors. Hur attended King’s College, Cambridge University, for graduate studies in philosophy between 1995 and 1996. After two years at the Boston Consulting Group, he attended Stanford Law School, where he served as executive editor of the Stanford Law Review and won the Kirkwood Moot Court Competition. In 2001, he received his Juris Doctorate and joined the Order of the Coif.

Career Achievements of Robert Hur

Following graduation from law school, Hur worked as a legal clerk for contentious U.S. Court of Appeals for the Ninth Circuit Judge Alex Kozinski from 2001 to 2002, and then for Chief Justice William Rehnquist of the US Supreme Court from 2002 to 2003.

After that, he worked for Christopher A. Wray, the Assistant Attorney General at the time who oversaw the Criminal Division of the Justice Department, as Special Assistant and Counsel. He worked as an Assistant United States Attorney in the District of Maryland from 2007 until 2014, prosecuting cases involving gang violence, drug trafficking, gun offenses, and white-collar crimes. In Washington, D.C., he used to be a partner at King & Spalding, where he concentrated on complicated litigation and government investigations.

After Rosenstein was appointed Deputy Attorney General, Hur returned to the Department of Justice as Principal Associate Deputy Attorney General, serving as his top deputy. He served as the lead liaison for Special Counsel Robert Mueller’s examination of Russian meddling in the 2016 presidential election.

President Donald Trump nominated Hur on November 1, 2017, to be the District of Maryland’s next United States Attorney. By voice vote, his nominee was reported out of committee on March 22, 2018. Later that day, he was affirmed by voice vote. The day he took office was April 9, 2018.

Hur announced his resignation on February 3, 2021, with effect from February 15. Hur joined the major legal firm Gibson Dunn as a partner in Washington, D.C., after leaving his post as U.S. Attorney for Maryland.

Attorney General Merrick Garland designated Hur on January 12, 2023, to lead the US Department of Justice’s inquiry into President Joe Biden’s purportedly improper handling of sensitive data while serving as vice president.

On February 7, 2024, Merrick Garland informed Congress that the Special Counsel had completed his investigation and that no charges were suggested. He discovered during this inquiry that Biden “willfully retained and disclosed classified materials after his vice presidency when he was a private citizen.”
